Management is considered by many to be a very young profession and just beginning to form a science. On the one hand, this is true, because as a field of professional activity abroad, management has been known for a little more than a century, and in Russia it has been widely recognized only in the last 10 – 15 years. On the other hand, many people guess that the construction of the Egyptian pyramids and other wonders of the world is unlikely to have done without ideological inspirers, engineers and organizers. And since ancient times, Russia has been famous for statesmen, military leaders, industrialists and researchers who surprised the world with their progressive ideas and organizational skills.
Now, at the present stage of development of society, management more and more covers various aspects of human activity-scientific, technical, industrial, intellectual. The cultural sphere is also part of global management.
Modern problems of the development of the cultural sphere are largely related to the improvement of management. The economic reform carried out in the country, the emergence of new forms of ownership, including in various branches of culture, the change in the entire system of values, norms, and ideas about the world formed in the Soviet era led to the acquisition of greater freedom in the cultural sphere both creatively and organizationally, which could not but affect the development of new forms of managerial activity. Providing cultural institutions with greater independence, including financial independence, required the transition of government bodies to new levels of organization of their economic and creative process.
