Civil service means the formation for activities and includes a wide range of issues: establishing job titles and assignment of responsibilities for each position, develop the rules of entering state service, training and upgrade their skills, the rules of the promotion, the application of incentives and measures of disciplinary and other responsibility, rules of service, and termination of official relations and some of the other rules. This is a large area of relations related to personnel and has preparatory goals for practical activities.
Thus, the purpose of this work is to analyze the directions of development of the civil service.
Tasks:
1) give the concept and consider the principles of public service;
2) analyze the main directions of development of the civil service.

1. The concept and principles of public service
In the modern Russian state, the system of public service includes the following types::
- state civil service;
- military service;
- law enforcement service.
The state civil service is divided into the federal state civil service and the state civil service of the subject of the Russian Federation, and military service and law enforcement service are types of federal public service.
Public service is based on the following principles:
- federalism, which ensures the unity of the civil service system and compliance with the constitutional division of subjects of competence and powers between the federal bodies of state power and the bodies of state power of the subjects of the Russian Federation;
- the legality;
- the priority of human and civil rights and freedoms, their direct effect, the obligation to recognize, observe and protect them;
- equal access of citizens to public service;
- the unity of the legal and organizational foundations of the civil service, which implies the legislative consolidation of a unified approach to the organization of the civil service;
- the relationship between public service and municipal service;
- openness of the civil service and its accessibility to public control, objective informing of the public about the activities of civil servants;
- professionalism and competence of civil servants;
- protection of civil servants from unlawful interference in their professional official activities of both state bodies and officials, as well as individuals and legal entities.
State Civil Service. This kind of public service representing professional office activity of citizens on posts of the state civil service on provision of execution of powers of Federal state bodies, state bodies of constituent entities of the Russian Federation, persons occupying state posts of the Russian Federation and persons occupying the state posts of subjects of the Russian Federation. In turn, the state civil service of subjects of the Russian Federation - professional office activity of citizens on posts of the state civil service of subjects of the Russian Federation enforcement authority of the subject of Federation, and also powers of state bodies of a subject of the Russian Federation and persons occupying state posts of the Russian Federation.
Thus, the difference between the state civil service of the Russian Federation or a subject of the Russian Federation lies in the labor function performed by a Russian citizen in the interests of the Russian Federation as a whole or a separate region. In addition, the post of the Federal civil service are established by Federal law or by decree of the President of the Russian Federation and posts of the state civil service of constituent entities of the Russian Federation - laws or other normative legal acts to ensure the execution of powers of state body or person who holds a public office.
The Federal Law" On the State Civil Service of the Russian Federation " provides for the following classification of positions of the state civil service:
by category:
1) leaders - positions of heads and Deputy heads of state bodies and their structural units, positions of heads and Deputy heads of territorial bodies of Federal Executive authorities and their structural units, positions of heads and Deputy managers of state bodies and their structural units, substituted for a specified term or without limitation of term of office;
2) assistants (advisers) - positions established to assist persons holding public positions, heads of state bodies, heads of territorial bodies of federal executive bodies and heads of representative offices of state bodies in the exercise of their powers and replaced for a certain period limited by the term of office of these persons or heads;
3) specialists - positions established for professional support of performance by state bodies of the established tasks and functions and replaced without limitation of term of office;
4) providing specialists - positions established for organizational, informational, documentary, financial, economic, economic and other support of the activities of state bodies and replaced without limitation of the term of office;

the higher positions in the civil service;
- the main posts of civil service;
leading positions in the civil service;
- senior positions in the civil service;
