The relevance of studying the topic of this work is due to the ongoing administrative reform in the Russian Federation, which is aimed at strengthening the state, ensuring its democratic, legal and social character. The reform involves improving the efficiency of public administration, the main mechanism of which is the civil service. The public service should make an important contribution to the implementation of state functions, the recovery of the economy, rule of law, and to the development of civil society institutions.
The main task of a democratic State is to create the most favorable conditions for the realization of the rights and freedoms of its citizens. At the same time, the question of a rational state structure is reduced to the creation of such a system of power and management, in which this task would be solved most effectively. The establishment of a democratic Federal legal state in Russia is impossible without the creation of highly effective social public service, the driving force which are its staff – a special social community with your quality settings, corporate interests, shared values, norms and traditions, connections and credibility, which are an essential part of public servants.
It is obvious that in order to build an effective system of public administration, it is necessary to form a stable body of state and municipal employees who are able to make and implement decisions that ensure the sustainable development of the country. The formation of such an elite should become the strategic goal of the state and the daily task of its functional basis – the state and municipal service.
At the same time, such goals are currently difficult to achieve due to the unstable situation of officials. The personnel corps of the civil service not only did not adapt to the new conditions of social management, but also largely lost its potential accumulated during the period of planned management of the national economy.
At the same time, the problem is not only in the quantitative weakening of the civil service. Its qualitative composition is deteriorating. Political instability and the change of dominant social interests and values in connection with the transition to market relations stimulated the outflow of really and potentially effective managers from the service. Today, there is no more urgent task for state-building than the formation of a special social layer of professionally trained and morally educated civil servants who can guarantee high social efficiency and impeccable work of public authorities in the Russian Federation. It is by the personnel of the civil service, the principles and sources of their formation that the state and the "quality" of its legal field are judged. The state of affairs in the State and society as a whole largely depends on the work of civil servants.
The purpose of this work is to analyze the state and municipal employee of the modern type: the ratio of professional and moral qualities.
To achieve this goal, the following tasks were identified:
1. Highlight the professional and ethical foundations of the activities of state civil and municipal employees.
2. Consider professionally important and personal qualities of a civil servant.
3. Draw conclusions on the topic.
